116. PROGRAMME ACTIVITY LEADER<br />
Programme Activity Leaders are appointed to assist with the running of Kea, Cub and<br />
Scout Section activities.<br />
(a)<br />
Programme Activity Leaders may be:<br />
(i)<br />
(ii)<br />
Any qualified member of the Scout or Guide Movements.<br />
Any qualified person who is not a member of the Scout or Guide Movements.<br />
(b)<br />
Appointments as Programme Activity Leaders may be made as follows:<br />
(i)<br />
(ii)<br />
<strong>The</strong> Kea, Cub or Scout Leader, with the approval of the (Scout or Guide)<br />
Leader concerned, may obtain the services of a Scout, Venturer, Girl Guide<br />
or Ranger Guide; or<br />
<strong>The</strong> Kea, Cub or Scout Leader may after consultation with the Group Leader<br />
appoint a Programme Activity Leader who is not otherwise a member of the<br />
Scout or Guide Movements. This person shall make the Scout Promise, will<br />
be presented with a Group Scarf and will be entitled to wear uniform.<br />
(c)<br />
<strong>The</strong> following qualifications shall apply:<br />
(i)<br />
(ii)<br />
A Programme Activity Leader appointed to the Kea Club or Cub Pack must be<br />
at least 13 years of age.<br />
A Programme Activity Leader appointed to the Scout Troop must be at least<br />
16 years of age.<br />
(iii) A Programme Activity Leader may not hold this position on reaching their<br />
18th birthday.<br />
(iv) <strong>The</strong> Programme Activity Leader will be presented with a certificate.<br />
(v)<br />
<strong>The</strong> "P.A.L." certificate and badge are available from SCOUTS Direct.<br />
117. INSTRUCTORS AND EXAMINERS<br />
On the recommendation of the Section Leader concerned the Group Leader may<br />
appoint any adult to act as an examiner or instructor for a specified subject or<br />
subjects, to any Section of the Group.<br />
Note: It is expected that the person so appointed shall have an expert knowledge of<br />
the subject concerned and in most cases will be a member of some body associated<br />
with the subject. <strong>The</strong> person appointed will not be a regular attender at Section<br />
meetings but will be called upon when needed.<br />
118. THE VENTURER<br />

(b)<br />
Investiture: A young person becomes a Venturer by investiture and thus, if not<br />
previously invested, also becomes a member of the World Scout Movement.<br />
Invested members are entitled to wear full uniform.<br />

A young person can take part in the Venturer Programme and Award Scheme<br />
