Region on all matters. This will ensure that if other relevant ideas are expressed<br />

at the meeting they can vote accordingly.<br />

When a topic is referred to the Region for discussion it should be discussed and<br />

responded to promptly.<br />

National and Assistant National Rover Leaders may attend and will have<br />

speaking but not voting rights.<br />

A National Venturer Council Representative may be invited and have speaking<br />

but not voting rights. Occasional combined sessions of National Rover Council<br />

and National Venturer Council by arrangement between the National Leaders are<br />

recommended.<br />

National Ranger Council Representative may be invited and have speaking but<br />

not voting rights.<br />

At the first meeting of each year (usually at the annual Moot) a Chairperson is<br />

elected from the Region representatives or others who have previously advised<br />

their interest to the serving chairperson in writing and are in attendances.<br />

Where the chairperson is a serving regional representative they should relinquish<br />

that role at the following Regional Rover Council meeting. <strong>The</strong> chairperson holds<br />

the casting vote.<br />

<strong>The</strong> Council shall meet face to face at least once a year and teleconference at<br />

least twice a year as arranged by the National Rover Council Chairperson in<br />

liaison with the National Rover Leader.<br />

All meetings should be minuted, including action items. <strong>The</strong>se minutes should<br />

be distributed to all attendees, Regional Rover Council Chairs, Regional Rover<br />

leaders and National Rover leaders<br />

A Rover Moot in New Zealand is a National Event and the holding of a Moot is<br />

therefore subject on each occasion to the prior approval of National Office.<br />

It is the practice at the present time for arrangements to be made at one Moot<br />

for the holding of another the following year. <strong>The</strong> proposals thus arrived at<br />

should be conveyed promptly to the Chief Executive for approval.<br />

<strong>The</strong> organiser is to make arrangements in accordance with the standing rules for<br />

conduct of National Rover Moots.<br />

In addition to Rovers and Associate Rovers, the following groups may be invited<br />

to participate at the discretion of the organising committee and the approval of<br />

Chief Executive.<br />

• Any Adult Leader or Scouting Associate under the age of 26.<br />

• Members of other organisations, by invitation of the Association.<br />

A Youth Forum concept may be developed and may be incorporated within Moot<br />

programmes and may involve members of other youth sections.<br />
