A Rover Moot in New Zealand is a National Event and the holding of a Moot is
therefore subject on each occasion to the prior approval of National Office.
It is the practice at the present time for arrangements to be made at one Moot
for the holding of another the following year. The proposals thus arrived at
should be conveyed promptly to the Chief Executive for approval.
The organiser is to make arrangements in accordance with the standing rules for
conduct of National Rover Moots.
In addition to Rovers and Associate Rovers, the following groups may be invited
to participate at the discretion of the organising committee and the approval of
Chief Executive.
• Any Adult Leader or Scouting Associate under the age of 26.
• Members of other organisations, by invitation of the Association.
A Youth Forum concept may be developed and may be incorporated within Moot
programmes and may involve members of other youth sections.
