2011 Edition How Rovers operate The Rover Crew is the operational unit in the Rover Section. The minimum number required for a crew to operate is 5 active members, however Crews work more effectively with at least 8 to 10 Rovers. The Crew is responsible for it’s own programme and administration. It is similar to other selfmanaged adult organisations, but within the rules of the Scout Association. Each Rover Crew operates as a separate Scout Group, under the direction of a Crew Leader and Assistant Crew Leader/s. These are warranted positions in the Scout Association and are elected annually by the Rover Crew along with other positions that are required for the Crew to operate.
