Mandatory Safety Requirements (MSR's)<br />

1.4 (MSR’s) For Powered Flying As A Scouting Activity<br />

<strong>The</strong>se MSR's apply to all <strong>Scouts</strong> undertaking flight in powered aircraft as a<br />

Scouting Activity.<br />

Supervision and Control<br />

(a) Before any Member of SCOUTS New Zealand undertakes flight in a<br />

powered aircraft, an Activity Intention form is to be completed and written<br />

parental consent obtained for members less than eighteen years of age<br />

taking part in the activity. <strong>The</strong> Group Leader shall consult with the Regional<br />

or Zone Air Activities Adviser before approving the proposed activity. <strong>The</strong><br />

Group Leader has the overriding authority and responsibility to ensure<br />

compliance with these MSR’s and to direct that any activity shall be<br />

stopped or cancelled if in their view it is necessary in the interest of safety.<br />

For National, Regional and Zone activities an Activity Intention form shall<br />

be completed by the organisers who will incorporate the provisions of these<br />

MSR’s in the Risk Management policy for the activity.<br />

(b) Members of SCOUTS New Zealand may only fly in an aircraft operated by a<br />

Club or Flying School that is affiliated with "<strong>The</strong> Royal New Zealand Aero<br />

Club" or Flying Schools operating under CAA <strong>Rule</strong>s Part 91 or Part 141. <strong>The</strong><br />

Walsh Memorial Scout Flying School will operate under the rules and<br />

procedures as laid down by the Chief Executive, SCOUTS New Zealand,<br />

from time to time.<br />

Members of SCOUTS New Zealand may also fly in aircraft operated by<br />

commercial providers operating under a current New Zealand Air Operators<br />

Certificate.<br />

(c) At all times all operations will be in accordance with the <strong>Rule</strong>s prescribed<br />

by the NZ Civil Aviation Authority (CAA).<br />

Age Limitations<br />

(d) Air Experience - Members of SCOUTS New Zealand who have attained the<br />

age of eleven years may undertake flight(s) as a passenger, seated<br />

immediately behind the aircraft controls, in powered aircraft for the<br />

purpose of gaining air experience provided that the pilot-in-command is the<br />

holder of a valid Private Pilot Licence or higher pilot qualification.<br />

Members of SCOUTS New Zealand who have not attained the age of eleven<br />

years may undertake flight(s) as a passenger provided they are not seated<br />

immediately behind the aircraft controls and adequate additional adult<br />

assistance is available in the aircraft and the pilot-in-command is the<br />

holder of a valid Private Pilot Licence or higher pilot qualification.<br />

Note. <strong>The</strong> safety of all participants, including the pilot, is paramount. If<br />

there is any doubt as to how any member will react within the tight<br />

confines of an aircraft then the activity should be stopped immediately.<br />

(e) Instructional Flight - Members of SCOUTS New Zealand who have<br />

attained the age of fourteen and a half years may undertake flights in a<br />

powered aircraft for the purpose of receiving instruction provided that the<br />

pilot-in-command is the holder of a valid A, B or C Category Instructor<br />

rating.<br />

(f) Solo flight - Members of SCOUTS New Zealand who have attained the age<br />

of sixteen years may undertake solo flight in a powered aircraft provided<br />

that such flight is authorised by and is undertaken under the control and<br />

supervision of a qualified A or B Category flying instructor.<br />
