served by any assistance which can be given in providing opportunities for Adult<br />

Leaders and supporters to travel overseas-visiting places of Scouting interest<br />

and meeting with Scouting folk of other nationalities.<br />

(b) To this end, SCOUTS New Zealand will approve and provide limited<br />

administrative support for properly organised and approved overseas tours,<br />

which will be known as "Scouting Friendship Tours".<br />

(c) Before any firm commitments are made, National Office must be advised. A set<br />

of guidelines will then be provided. At a later stage, an application for approval<br />

to the tour must be submitted.<br />

34. CAMPS<br />

Definitions:<br />

Group Camp - When more than one of Cub, Scout and Venturer Sections camp<br />

together.<br />

Family Camp - When a majority of sections are represented and non Scout members<br />

of their families are present. Cubs, <strong>Scouts</strong> and Venturers may camp as sections. <strong>The</strong><br />

programme for a family camp should be planned by all members of the Group Council.<br />

<strong>The</strong>se camps must be held in accordance with current section guidelines on Camping.<br />

(a) Permits:<br />

(i) No <strong>Scouts</strong> may camp without the previous permission of their Group<br />

Leader (see Clause 23 - Activity Intention Forms).<br />

(ii) Cubs may camp with <strong>Scouts</strong> when carrying out the requirements of the<br />

Scout Badge.<br />

(b) Leadership at Camp: In the unavoidable absence of a warranted Adult Leader,<br />

the Group Leader may, after consultation with the Group Committee concerned,<br />

authorise two adults to supervise a Scout camp. Before giving such authority,<br />

the Group Leader will approve the programme which must be based on the<br />

Patrol system.<br />

<strong>The</strong> adults must have clearance as Adult Helpers.<br />

(c) Families of Leaders in camp: Members of Leader's families may attend camp with<br />

them.<br />

(d) Overseas Visits:<br />

(i) <strong>Scouts</strong> proposing to camp or travel outside New Zealand must obtain the<br />

sanction of National Office, the application must be accompanied by a<br />

recommendation from the Group Leader and Zone Leader. As special<br />

conditions may need to be fulfilled, National Office permission should be<br />

sought before firm arrangements are made.<br />

(ii) Information regarding overseas travel by parties of adults associated with<br />

SCOUTS New Zealand is set out in Clause 33 - Scouting Friendship Tours.<br />

(iii) Invitations to overseas <strong>Scouts</strong> to visit or camp in New Zealand must not be<br />

issued until sanction has been obtained from National Office<br />

(e) Bedding: Enough sleeping bags or blankets must be provided to enable each<br />

Scout to make up a separate bed.<br />

(f) Raiding: Camp raiding is strictly prohibited.<br />

(g) Zone Camps: Where personnel from more than one Zone plan to camp together<br />

the approval of all Zone Leaders concerned must be obtained.<br />

(h) Kea participation in family camps:<br />

(i) A Kea may attend family camps if accompanied by at least one parent or<br />

guardian.<br />

(ii) Keas will be accommodated with their parent or guardian.<br />

(iii) Parents or guardians will have complete responsibility for the Kea<br />

throughout the duration of the camp, except when a Kea activity is being<br />

conducted by the Kea Leader.<br />
