final. In all proceedings under this <strong>Rule</strong>, the rules of natural justice shall be<br />

observed.<br />

(e) A Scout can belong to only one Group, but be may temporarily attached to<br />

another, if eligible.<br />

Transfers: <strong>Scouts</strong> become members of the Association on joining a Scout Group.<br />

<strong>Scouts</strong> moving to another locality to live transfer their membership in the<br />

Association and must be admitted as a member of a Group in the new location.<br />

<strong>The</strong> Group Leader should complete a Transfer form and forward it to the Zone<br />

Leader of the Zone into which the member is moving. If the address of the Zone<br />

Leader concerned is not known, the form should be forwarded to Regional Office.<br />

Transfer forms should also be sent to National Office in respect of <strong>Scouts</strong> who<br />

are going to live abroad.<br />

38. LONE SCOUTS<br />

(a) Young people who, for any reason, are unable to regularly attend section<br />

meetings and activities may become Lone <strong>Scouts</strong> i.e. Lone Keas, Lone Cubs,<br />

Lone <strong>Scouts</strong>, Lone Venturers or Lone Rovers.<br />

Lone <strong>Scouts</strong> enrol in and are registered with a Scout Group, Venturer Unit or<br />

Rover Crew of their choice and take part in meetings and activities when they<br />

can.<br />

39. SCOUTS WITH SPECIAL NEEDS<br />

Special needs Scouting is an extension of the ideals, training and activities of<br />

Scouting, to include all young people with physical or intellectual special needs.<br />

<strong>Scouts</strong> with special needs should be invested in ordinary Groups if possible, and<br />

should take as full a part as possible in the activities of the Club, Pack, Troop or<br />

Unit.<br />

Groups may be registered in hospitals, special schools, occupational centres and<br />

similar places, and come under the ordinary Zone organisation. Individual<br />

young people confined to their homes may be invested as in the nearest suitable<br />

Group, wear its uniform, and have their Scouting taken to them in their homes.<br />

40. WARRANTED RANK<br />

Warrants are issued under the authority of the Chief Executive, to Adults at National,<br />

Regional, Zone and Group level.<br />

41. UNWARRANTED RANKS<br />

Warrants are not issued for non-warranted or honorary ranks. <strong>The</strong> appointments are<br />

made at Zone level. A suitable form of certificate of appointment is available from<br />

National Office on request.<br />

42. ADULT HELPERS<br />

1. A caregiver of a Scout in the Group or other suitable adult, 18 years old or over,<br />

may assist at section meetings or activities giving general assistance and<br />

support to the Adult Leaders provided that:<br />
