WATER ACTIVITIES<br />
Part 1 - Preliminary and Commencement<br />
Title<br />
<strong>The</strong>se Procedures shall be cited as <strong>The</strong> Scout Association of New Zealand Water<br />
Activity <strong>Rule</strong>s. <strong>The</strong> applicable version shall be the latest published on the authority of<br />
the National Water Activities Adviser.<br />
1.1 Application of these Clauses<br />
(a) <strong>The</strong>se Clauses apply to all Scout water activities, irrespective of the branch<br />
of Scouting. This includes any members of SCOUTS New Zealand<br />
participating as a team in any events not organised by SCOUTS New<br />
Zealand.<br />
(b) For the avoidance of doubt these apply equally to:<br />
(1) all branches of Scouting under the authority of New Zealand,<br />
including activities by foreign groups and activities with any on-water<br />
component.<br />
(2) Water activities by SCOUTS New Zealand as a contingent abroad<br />
(3) any activity which a parent might assume was covered by Scout<br />
<strong>Rule</strong>s and Clauses such as where a warranted leader takes one or<br />
more youth members from outside their immediate family afloat for<br />
any reason. Any warranted leader contemplating such an activity<br />
must take steps to remove any doubt as to this.<br />
(c) <strong>The</strong>se Clauses do not replace, supersede or modify SCOUTS New Zealand<br />
<strong>Rule</strong>s, local byelaws, or national law. Where these Clauses repeat any part<br />
of such an external rule they explicitly reference the external rule and this<br />
reference shall be read as meaning the current equivalent rule to that<br />
referred to.<br />
1.2 Definition of terms<br />
(a) In these Clauses, unless the context otherwise requires:<br />
“adult helper” means approved programme assistants as defined in POR <strong>Rule</strong> 42.<br />
“boat surveyor”<br />
means any surveyor of boats, appointed by any Water Activities Adviser, who<br />
surveys boats for the purpose of Clause 3.9.<br />
“canoe”<br />
means any open boat paddled by one or more crewmembers where the<br />
paddles do not pivot in crutches or rowlocks. It includes single and multi hull<br />
vessels such as outrigger canoes.<br />
“Water Activities Charge means any examiner appointed by any Water Activities Adviser with the task of<br />
certificate examiner” examining the boat handling competence of any adult or youth member in one<br />
or more Sections of water activities charge certificate as defined in Clause 5.3.<br />
“water activities charge means such person having been issued with a water activities charge<br />
certificate holder” certificate in accordance with Part 5 of these Clauses.<br />

means the qualification issued by any Water Activities Adviser that meets the<br />
requirements of Part 5 and qualifies the holder to take charge of any Scout<br />
boating activity.<br />
<strong>The</strong> Group Leader may designate adults and Venturers as competent to meet<br />
the supervision needs of particular activities under the direction of the Water<br />
Activity Leader.<br />

means any caravel 5.2 metre dinghy designed to the standard Royal New<br />
Zealand Navy crown cutter design.<br />
means any invested youth member who is a member of a Cub Pack as defined<br />
