1.6 (MSR's) For Glider Flying As A Scouting Activity<br />
<strong>The</strong>se MSR's apply to all <strong>Scouts</strong> undertaking flight in gliders as a Scouting<br />
Activity.<br />
Note: In these MSR’s, the word glider includes self-launching motor gliders.<br />
Supervision and Control<br />
(a) Before any Member of SCOUTS New Zealand undertakes flight in a glider,<br />
an Activity Intention form is to be completed and written parental consent<br />
obtained for members less than eighteen years of age taking part in the<br />
activity. <strong>The</strong> Group Leader shall consult with the Regional or Zone Air<br />
Activities Adviser before approving the proposed activity. <strong>The</strong> Group Leader<br />
has the overriding authority and responsibility to ensure compliance with<br />
these MSR’s and to direct that any activity shall be stopped or cancelled if<br />
in their view it is necessary in the interest of safety. For National, Regional<br />
and Zone activities an Activity Intention form shall be completed by the<br />
organisers who will incorporate the provisions of these MSR’s in the Risk<br />
Management policy for the activity.<br />
(b) Members of SCOUTS New Zealand may only fly in a glider operated by a<br />
Club or Annual Group affiliated with Gliding New Zealand (GNZ). Any Scout<br />
Gliding Camp or School will operate under the rules and procedures as laid<br />
down by the Chief Executive, SCOUTS New Zealand, from time to time.<br />
(c) At all times all operations will be in accordance with the <strong>Rule</strong>s prescribed<br />
by the NZ Civil Aviation Authority (CAA) and GNZ.<br />
Age Limitations<br />
(d) Air Experience - Members of SCOUTS New Zealand who have had their<br />
eleventh birthday may undertake flight(s) as a passenger in gliders for the<br />
purposes of gaining air experience provided that the pilot-in-command is<br />
the holder of a valid GNZ Passenger Rating or higher qualification.<br />
(e) Instructional Flight - Members of SCOUTS New Zealand who have attained<br />
the age of fourteen and a half years may undertake flights in glider for the<br />
purpose of receiving instruction provided that the pilot-in-command is the<br />
holder of a valid GNZ Instructor Rating.<br />
(f) Solo Flight - Members of SCOUTS New Zealand who have attained the age<br />
of sixteen years may undertake their first solo flight in glider provided that<br />
such flight is authorized by, and is undertaken under the control and<br />
supervision of a qualified A or B Category GNZ gliding instructor.<br />
Aircraft Requirements<br />
(g) Members of SCOUTS New Zealand may only undertake flights in gliders<br />
issued with a current Airworthiness Certificate issued by the CAA and a<br />
valid Maintenance Release issued by a rated engineer.<br />
Ground Training<br />
(h) Before undertaking flight in a glider, Members of SCOUTS New Zealand<br />
must have received instruction on the following:<br />
(1) <strong>The</strong> rules and safety precautions to follow when on an airfield.<br />
(2) <strong>The</strong> safety precautions and procedures for approaching a glider or<br />
tow plane when it has its engine running.<br />
(3) <strong>The</strong> safety precautions and procedures when launching gliders<br />
If during the visit to the airfield, a Scout undertakes the following in<br />
addition to completing Clauses (h)(1), (h)(2) and (h)(3) they will be<br />
eligible for the "Airmanship One Aviation Skills Badge".<br />
