<strong>The</strong>y are individually registered by National Office; applications for enrolment<br />
should be sent through an Adult Leader to whom the applicant is personally<br />
known, or through the Crew Leader of a Deep Sea Scout Crew.<br />
Organisation:<br />
(i) <strong>The</strong> National Deep Sea Scout Organiser is responsible for the organisation<br />
and administration of the DSS branch. <strong>The</strong> Organiser is responsible for the<br />
registration of Deep Sea <strong>Scouts</strong>.<br />
(ii) Where considered necessary DSS Port Liaison officers will be appointed in<br />
the various ports around the coasts of New Zealand. <strong>The</strong>y will be<br />
responsible for the liaison, in their port, between visiting DSSs and the<br />
local Scout Group and Zone.<br />
(iii) DSSs may wear the special royal blue scarf with the DSS badge on the<br />
peak.<br />

18. NAVAL RECOGNITION OF SCOUT GROUPS<br />
Any Scout Group that has Sea <strong>Scouts</strong> and Venturer Sea <strong>Scouts</strong> and meets the criteria<br />
for selection may apply to the Zone Leader to be considered for Naval Recognition.<br />
(1) A Naval Recognition Application Form (NRA) must be completed and the process<br />
outlined below with the final form submitted to the National Water Activities<br />
Adviser no later than 10 November each year. Form NRA covers Group activity<br />
for 12 months from 1 October to 30 September.<br />
(2) Form NRA is a performance appraisal, which assesses the following categories:<br />
(a) Group management.<br />
(b) Safe sailing.<br />
(c) Programme delivery.<br />
(3) Form NRA has scores to a maximum of 300. Groups seeking Naval Recognition<br />
should aim for at least 215 points or 75%.<br />
Method of Selection:<br />
(1) <strong>The</strong> Group Leader completes an application form (NRA) and forwards it to the<br />
Zone Leader by 20 October for previous year (1 Oct to 30 Sept).<br />
(2) <strong>The</strong> Zone Leader assesses the application in accordance with the criteria set out<br />
above, recommends either that the Group be considered for recognition or that it<br />
not be considered and advises the Group Leader accordingly.<br />
(3) <strong>The</strong> Zone Leader forwards the application endorsed with his/her recommendation<br />
to the Regional Water Activities Adviser by 31 October.<br />
(4) <strong>The</strong> Regional Water Activities Adviser assesses the application in accordance with<br />
the criteria, recommends that the Group be considered for recognition or that it<br />
not be considered and advises the Group Leader and Zone Leader accordingly.<br />
(5) If the Regional Water Activities Adviser's recommendation concurs with that of<br />
the Zone Leader the Regional Water Activities Adviser forwards the application to<br />
National Office to be received no later than 20 November.<br />
(6) If the Regional Water Activities Adviser's recommendation differs from that of<br />
the Zone Leader, the Regional Water Activities Adviser refers the application to<br />
the Regional Development Manager who will decide the matter and advise the<br />
Zone Leader and Regional Water Activities Adviser accordingly. <strong>The</strong> Regional<br />
Development Manager forwards the application to National Office endorsed with<br />
his or her decision by 30 November.<br />
(7) Groups whose applications have been processed correctly as above and received<br />
at National Office on time will, if they are favourably recommended by the Zone<br />
Leader and Regional Water Activities Adviser or by the Zone Leader or Regional<br />
Water Activities Adviser and the Regional Development Manager, be eligible for<br />
selection for Naval Recognition.<br />
