Uniform: Cubs, Cub leaders and Programme Activity Leaders wear the<br />
appropriate uniform as laid down in Management Procedures.<br />
109. CUB LEADER AND ASSISTANT CUB LEADER<br />
(a) Appointment: Cub Leaders and Assistant Cub Leaders are appointed by the<br />
Group leader after Adult Leader warrants have been issued by National Office in<br />
accordance with Part C and approved by the Zone Leader.<br />
(b) Qualifications: <strong>The</strong> special qualifications for Cub Leaders in addition to the<br />
general qualifications set out in <strong>Rule</strong> 47, are:<br />
(i)<br />
Have undertaken initial Training appropriate to the Cub Section.<br />
(ii) Ages: - not less than 18.<br />
(c)<br />
Functions:<br />
(i)<br />
<strong>The</strong> C.L. is responsible for, but shares the running of the Pack with<br />
A.C.L.'s, Programme Activity Leaders and Adult Helpers, subject to the<br />
general supervision of the G.L.<br />
(ii) In planning programme themes and priorities, the opinion of the Pack<br />
should be sought.<br />
(d)<br />
Assistants Necessary: To ensure continuity, every Pack should have at least two<br />
warranted Leaders. It is desirable that for each six Cubs in excess of 12 there be<br />
an additional A.C.L. or helper (Programme Activity Leader or active Adult<br />
Helper).<br />
110. THE CUB<br />

Investiture: A young person becomes a Cub by investiture and thus, if not<br />
previously invested, also becomes a member of the World Scout Movement.<br />
Invested members may wear full uniform.<br />
Programme<br />
<strong>The</strong> programmes issued by the National Office should be followed.<br />
111. THE SCOUT TROOP<br />
(a)<br />
A Scout Troop may consist of up to 36 <strong>Scouts</strong>, provided sufficient assistance by<br />
way of Assistant Scout Leaders, Programme Activity Leaders and other helpers is<br />
available. A general aim of the provision of one Leader to each Patrol is desirable<br />
for programme effectiveness.<br />

<strong>The</strong> Patrol Leaders' Council with the Scout Leader's guidance, should<br />
understand the concept, organisation and management of the programme<br />
thus:<br />
<strong>The</strong> Programme concept is based on Scout selected activities, linked to<br />
awards for individual and group achievements. <strong>The</strong> organisation of the<br />
programme may consist, simultaneously of Troop, Patrol, Activity group or<br />
individual activities. Each contributes to the programme organisation e.g.<br />
