(b) Qualifications: <strong>The</strong> special qualifications for R.C.L. in addition to the general<br />

qualifications are as follows: -<br />

A general knowledge of current Scouting Programme and Training<br />

resources.<br />

A general knowledge of local community needs.<br />

Sufficient personal standing and leadership skills.<br />

(iv) Have undertaken, or be prepared to undertake Rover Leadership Training.<br />

(v)<br />

Be an invested member of the Crew.<br />

(c) Functions: -<br />

<strong>The</strong> Crew Leader takes charge of the Crew with the assistance of an<br />

Assistant Crew Leader(s).<br />

<strong>The</strong> Crew Leader will delegate responsibilities to the Crew Executive and<br />

other members of the Crew.<br />

(iii) <strong>The</strong> Crew Leader is responsible and reports to the Zone Leader, except that<br />

the Crew Leader of a Special Service Crew reports to the Regional<br />

Development Manager.<br />

132. REGIONAL ROVER COUNCIL<br />

(a) <strong>The</strong> Regional Rover Council will have the following role: -<br />

• Promoting the aims of Rovers<br />

• Co-ordination of Regional Rover and other Scouting activities<br />

• A forum to seek views on matters concerning Rovers on a regional level<br />

• Foster the recruitment and development of new crews in the Region<br />

• Provide support for Venturers in the Region<br />

• Promote Rovers in the Region both within Scouting and publicly<br />

• Promote representation on the National Council and National Youth<br />

Councils<br />

• Liaising with other Sections within the Region<br />

• Promote National Moot attendance<br />

• Promote annual Mini Moot<br />

• Promote an annual Regional Ranger and Venturer activity<br />

• Electing National Rover Council (NRC) Representatives<br />

(c)<br />

<strong>The</strong> Regional Rover Council is a body composed of Full members of Rover Crews<br />

from each Crew in the Region. Crews are encouraged to send at least two<br />

representatives to each meeting. Each Crew may exercise two votes.<br />

<strong>The</strong> Crew representative should be made aware of the views of the Crew prior to<br />

the meeting and have the ability and authority to vote on behalf of the Crew on<br />

all matters. This will ensure that if other relevant ideas are expressed at the<br />

meeting they can vote accordingly.<br />

When a topic is referred to the Crew for discussion it should be discussed and<br />

responded to promptly.<br />

Regional Rover Leaders may attend meetings, have speaking rights but will not<br />

have voting rights.<br />
