If it is a Zone function, the consent of the Zone Leader must be obtained<br />

as the Zone Leader is responsible for the Movement in the Zone ;<br />

If it is a Region function, the consent of the Regional Development<br />

Manager must be obtained, as the Regional Development Manager is<br />

responsible for the Movement in the Region;<br />

If it is a National function, the consent of Chief Executive must be<br />

obtained.<br />

(e) If any alcoholic liquor is being provided at social and similar events, then<br />

adequate alternative refreshments shall be available for those who may not or<br />

do not wish to consume alcohol.<br />

It is also important that Group and other youth meeting places retain the<br />

purpose for which they exist, i.e. the training of <strong>Scouts</strong>. <strong>The</strong>refore, it is<br />

recommended that alcoholic liquor should not be consumed on these premises.<br />

<strong>The</strong>re are many properly equipped places which present a far better<br />

environment for holding functions of this nature and which present a more<br />

suitable atmosphere for those wishing to participate.<br />

In applying the above rules to any function, those responsible for the function<br />

must always bear in mind the reputation of the Scout Movement and the safety<br />

and other factors affecting not only its own members, but also the community,<br />

and to maintain such standards as will allow no-one either within or outside the<br />

Movement to make a justifiable complaint in these respects.<br />

No alcoholic liquor is to be consumed on any “higher risk” activity examples of<br />

which are listed on the Activity Intention form.<br />

Those Leaders who consent to the consumption of alcoholic liquor pursuant to<br />

<strong>Rule</strong> 11(d) or are responsible for the function pursuant to <strong>Rule</strong> 11(g) must be<br />

able to justify their actions should they be subsequently questioned and failure<br />

to do so may result in disciplinary action.<br />
