PART G<br />
SCOUT GROUPS<br />
85. GENERAL SCHEME<br />
(a) <strong>The</strong> unit for Scout organisation in the Zone is the Group.<br />
(b)<br />
Any registered Combined Venturer Unit or Rover Scout Crew shall for purposes<br />
of registration and administration be deemed as a Group in the appropriate<br />
Zone.<br />
(c) A Scout Club in a university or college may be regarded for purposes of<br />
registration and administration as a Group in the appropriate Zone.<br />
86. GROUP LEADER<br />
(a) Every Group shall have a Group Leader who is responsible to the Zone<br />
Leader for the administration, general welfare and development of the<br />
Group and the progressive training of its members.<br />

Where only one Section has been formed, a separate warrant will not be issued,<br />
but the Adult Leader in charge of that section will be deemed to be the G.L.<br />
Appointment: Group Leaders are appointed on the recommendation of the Zone<br />
Leader with warrants in accordance with Part C.<br />
Qualifications: <strong>The</strong> special qualifications for a warrant, as G.L., in addition to the<br />
general qualifications set out in <strong>Rule</strong> 47, are as follows: -<br />

<strong>The</strong> ability to manage and lead adults, which is necessary for the<br />
successful guidance of Adult Leaders and the Group Committee.<br />
Some experience or ability in administration to ensure the efficient running<br />
of the Group.<br />
(iii) Sufficient maturity in outlook. A warrant as Group Leader will not be issued<br />
for any person under the age of 25, but this age limit may be lowered in an<br />
exceptional case recommended by both the Group Committee and Zone<br />
Leader.<br />
(iv) An interest in and a willingness to learn about the five training Sections<br />
from available Scouting literature.<br />
(e) Functions: <strong>The</strong> functions of the G.L. are as follows: -<br />

To exercise general supervision over all Sections of the Group and to<br />
co-ordinate their activities, whilst delegating the fullest amount of<br />
responsibility in their actual management to the Leaders in charge of them.<br />
Ensure that each Section of the Group is staffed by at least the number of<br />
leaders prescribed in these rules.<br />
(iii) To act as Chairman of the Group Council and to encourage co-operation<br />
between the Adult Leaders of the Group.<br />
(iv) To secure the formation of a Group Committee.<br />
(v)<br />
To deal with matters relating to the membership of <strong>Scouts</strong>.<br />
