1.2 Purpose of the report
This report’s primary intent is to expand
knowledge on the smuggling of migrants from,
to, through and within Asia. Its objectives are to
raise awareness about the realities and challenges
associated with the smuggling of migrants in Asia,
inform migrant-smuggling policies and other
measures at interregional, regional and national
levels and to foster international cooperation.
In reflecting the body of documentation on the
smuggling of migrants in Asia, the report also
draws attention to the knowledge gaps.
1.3 Scope of the report
This report explores the patterns, characteristics
and levels of migrant smuggling in 28 States and
territories in East, South, South-East and South-
West Asia and describes the routes and methods
used to smuggle migrants from, within, through
and into these regions.
The smuggling of migrants is inseparable from
the broader phenomenon of irregular migration,
