The smuggling of migrants from Lao PDR to<br />
Thail<strong>and</strong> occurs primarily over the Mekong River,<br />
which forms a considerable portion of the border<br />
between the two countries. Crossings over the<br />
l<strong>and</strong> border are said to be more expensive <strong>and</strong><br />
difficult than those involving boats or other<br />
floating devices. 96 Although irregular crossings<br />
at official border checkpoints likely occur, the<br />
methods used <strong>and</strong> the frequency with which it<br />
occurs are unclear. 97<br />
The smuggling of migrants from Myanmar to<br />
Thail<strong>and</strong> occurs across the heavily forested<br />
border between the two countries. 98 For irregular<br />
migrants from Myanmar, the district of Mae Sot<br />
has been singled out as a frequent entry point<br />
into Thail<strong>and</strong>, which is used to smuggle migrants,<br />
traffic persons <strong>and</strong> smuggle narcotics, weapons<br />
<strong>and</strong> other contrab<strong>and</strong>. Crossings also occur at<br />
Ranong, Tak or Kanchanaburi Provinces 99 by<br />
migrants who likely have engaged the services of a<br />
recruiting agency to reach Samut Sakhon Province<br />
in Thail<strong>and</strong>. 100<br />
4.4.2 Smuggling of migrants to Malaysia<br />
Two main routes are employed to smuggle<br />
Indonesian migrants to Malaysia. The Malay<br />
Peninsula is usually reached by boat across the<br />
Strait of Malacca, whereas Sabah <strong>and</strong> Sarawak<br />
States are entered overl<strong>and</strong> from Kalimantan,<br />
which is the Indonesian part of Borneo. 101<br />
Smuggling by boat frequently involves stops in<br />
the Riau Isl<strong>and</strong>s Province of Indonesia, where<br />
migrants are housed before they continue to<br />
Malaysia. 102 Regular passenger boats, fishing<br />
trawlers or containers on boats are used to<br />
transport migrants to Malaysia. 103<br />
Labour migration from Indonesia to Malaysia<br />
occurs within a spectrum of legality <strong>and</strong> illegality,<br />
which can make it difficult to clearly label certain<br />
movements as regular or irregular. In many<br />
instances, some but not all aspects of the migration<br />
process involve irregular means or arrangements.<br />
Broadly speaking, four avenues of labour<br />
migration from Indonesia to Malaysia have been<br />
distinguished: (1) entry <strong>and</strong> job placement through<br />
