migration. Poverty, high levels of unemployment
and low wages have been cited by irregular
migrants from Afghanistan, Iraq and Pakistan as
factors influencing their decision to migrate. 31

to health care, education, skills training and
government support services is unavailable or
limited in many parts of South-West Asia, which
