Japan is primarily a destination country for<br />

irregular migrants from other parts of Asia, such<br />

as China <strong>and</strong> the Philippines. 12 It is unclear to what<br />

extent this migration is facilitated by smugglers.<br />

According to Japanese authorities, 2,862 migrants<br />

entered their country illegally in 2011 <strong>and</strong> 13,913<br />

migrants were caught in situations of illegal work,<br />

most of them Chinese <strong>and</strong> Filipino nationals. 13<br />

Table 45 also shows that Japanese authorities have<br />

apprehended more than 15,000 illegal residents<br />

a year, most of them from China, Indonesia, the<br />

Philippines, the Republic of Korea <strong>and</strong> Thail<strong>and</strong>.<br />
