The control file contains thestarting and ending dates and times for the simulation time window as well as thesimulation time interval (having a complete number of time intervals inside thesimulation time window).In order to completely setup a HEC-HMS model, the control file (.control)must be generated. This file contains the starting date, starting time, ending date,and ending time for the runoff simulation. For historical storm events the startingdate and time is given <strong>by</strong> the beginning of the storm event and for hypotheticalevents, the starting date and time is arbitrarily set <strong>by</strong> the analyst. The definition ofthe ending date and time for the entire simulation (not just the duration of thestorm event), however, must be carefully selected to define an appropriate and“hydrologically” complete simulation time window (from starting time to endingtime). The final goal is to make the computation time horizon to go long enoughto completely describe the rise and fall of the hydrograph being generated as aresult of the rainfall-runoff transformation (rising and recession limb definitions).That is, the time it takes for the flood wave to go from its base flow before thebeginning of the storm event to its peak flow and then back to its base flow.98
