accomplish this have been developed and incorporated in the data exchange scripttools (DSS2GDB, GDB2HMSDSS, and GDB2RASDSS). For this phase of theprocess, the subroutine converts from HEC-DSS format to Windows date andtime format before the values are stored in the geodatabase. The DSS2GDB application has to actually generate the HEC-DSS timestamps before they are converted to Windows format. For regular time series, theHEC-DSS system only stores the first date and time and then uses the timeinterval to make sequential time increments based on the interval to generate theother time stamps for the consecutive values. Once the time stamps are generatedthey can be transferred to the geodatabase using the Windows format. There is a subtle but quite fundamental difference between the Windowsand the HEC-DSS date formats. The comparative Table 4.1 shows an example forthe two formats and highlights the compatibility problem.Table 4.1: Date and Time Formats in Windows and HEC-DSSThe difference in date notation for the above midnight time stampconfigures the “midnight duality”. This duality implies two subtle but criticalways of labeling the same point in time. For HEC-DSS the midnight point is123
