VitaOscar Robayo was born in Cartago, Colombia on June 24, 1966, the son ofOscar Robayo and Alicia Amado. After completing his work at Calasanz HighSchool, Cucuta, Colombia, in 1984, he entered Universidad Francisco de PaulaSantander in Cucuta, Colombia. He received the degree of Bachelor of Science inCivil Engineering from Universidad Francisco de Paula Santander in May, 1991.Upon graduation, he went to the Colombian capitol to pursue a post-graduatedegree in Civil Engineering from Universidad de los Andes, Bogota, Colombia.
