JULY 9, 1760685has exerted with great diligence, as a Militia Officer from the beginning oflast October and from the beginning of last February as the Colonel of theThousand Men voted by You for the defence of this Province. But as thoseLevies for various Causes went on slowly, notwithstanding his indefatigablediligence, an Expedition was planned for making a sudden irruption in theCherokee Country with some of the Rangers, the new Levies, and such ofthe Militia as could be draughted there; the chief Command whereof wasreposed in Colonel Richardson by Governor Lyttelton and the second inMajor Thomson. But not being able to raise such a number from theseCorps as was limited to proceed with prudence in so hazardous anEnterprize, Colonel Richardson, greatly mortified at this disappointment,remained at Ninety Six, covering the Country with these Troops, till ColonelMontgomery’s arrival there, to whom, according to his Orders, he deliveredup the Command of the Provincials the End of May.Your limitation, Gentlemen, in allowing no Pay where no Service wasperformed was founded in that prudent Oeconomy and Care of YourConstituent’s Money, which you will always observe. But your Justice will onthe other hand, allow a reasonable satisfaction to Colonel Richardson for hisTime spent in the public Service, which was lost to his private Interest. I alsorecommend, on the same Principles, Major Thomson to your Consideration,tho’ inferior in Degree, Extent and Rank.The 7th Day of July 1760.William Bull.And then the Messenger withdrew.And Mr. Speaker read the Message to the House.Resolved, That this House will, this Afternoon, take the said Messageinto Consideration.The House resumed the adjourned consideration of the Residue of theReport from the Committee who were appointed to settle the Accounts ofMr. Joseph Nutt, Commissary on the late Expedition against the Cherokees.And the Article of 47833 lb. Wt. of Flour charged to Mr. Nutt being reada Second time.Resolved That Mr. Nutt be made chargeable with 37833 lb. Wt. of the saidFlour at the rate of £4 per hundred; and that he be chargeable with 10,000lb. Wt. thereof at the rate of £5:5 per Hundred weight.The Article relating to the 50 Hogs sold at the Congrees by HenryGallman on account of Colonel Chevillette, being read a Second time.Ordered That the Public Treasurer do make inquiry of the said HenryGallman and Colonel Chevillette with respect to the said Hogs, whether theSame belonged to the Public, that they may be accounted for.
