16. OPERATING CONDITIONS OF FACILITY AT TIME OF OCCURRENCE<br />

N-Reactor is in "Transition to Shutdown". The re-fueling station<br />

has been deactivated and its storage tanks removed.<br />

Sampled the affected soil to determine what petroleum<br />

product was present.<br />

Removed petroleum saturated soil and placed in four 55<br />

gallon hazardous waste drums, and placed said drums on the<br />

163N less than 90-day storage pad.<br />

22. DESCRIPTION OF CAUSE:<br />

From reconstructing the most likely cause of the<br />

contaminated soil found during the removal of tank lOON-<br />

SS-27, it was observed that the tank condition did not<br />

indicate it to be a leaker.<br />

There has been one reportable above ground spill at this<br />

location in 1988. It is assumed there have also been other,<br />

unreported, above ground spills at this re-fueling station.<br />

The gravel and porous backfill surrounding the tanks creates<br />

a natural pathway for surface spills, to the location where<br />

the contaminated soil was found.<br />
