THE REFEREETo be able to per<strong>for</strong>m effectively as a Referee, an individual must:• have common sense, and be able to apply it.• be able to analyse the conduct of the competition be<strong>for</strong>e, during andafter the event.• remember that every competition is a personal learning experience.• always remember that he/she is only human and there<strong>for</strong>e neverperfect.In the FINA Handbook, Rule SS 22 defines the duties and responsibilities of theReferee at a competition.At Olympic Games, World Championships and other FINA events, some of theReferee’s responsibilities are handled by the Commission per GR 9.5 Commissions.To be able to conduct a successful competition, the Referee must have the followingat her/his disposal:• All rules pertaining to that competition: - FINA plus any Continental,Regional and/or National rule modifications specific to thatcompetition.• All the personnel necessary to organise and conduct the competition.In particular, the Referee is reliant upon a suitable number of traineddeck officials - Judges; Assistant Referees; Technical Assistants <strong>for</strong>Technical Routines; Chief Recorder and score keepers; timekeepers; clerks of course; music controllers; announcers; runners;video recorder, etc. The competition organising committee shoulddesignate a liaison to the Referee to deal with logistical organizationproblems affecting the conduct of the event.• All the necessary equipment and materials - score cards; musicequipment; appropriate seating <strong>for</strong> the <strong>judges</strong>; computer scoringwhenever possible; scoring papers; tables; chairs, etc.NB: Refer to the FINA Synchronised Swimming Operating Manual <strong>for</strong>detailed lists of personnel, material and equipment requirements; plus taskchecklists <strong>for</strong> be<strong>for</strong>e, during and after an event.Prior to the start of the competition, the Referee must ensure that a procedure is inplace to confirm the eligibility of each athlete entered in the event.
