In this talk, the focus would be on how to mobilize the farmers and get them engaged<strong>in</strong> research with some examples that clearly demonstrate the past proven track record <strong>of</strong> farmers <strong>in</strong> <strong>in</strong>novations.Promot<strong>in</strong>g farmer participatory research and participatory technology developmentTo promote farmer participatory research or participatory technology development, there has to be major change<strong>in</strong> the organizational culture to facilitate the process. These <strong>in</strong>clude(a) Flexibility <strong>in</strong> the implementation plans so that necessary changes could be brought accord<strong>in</strong>g to the fieldnecessities.(b) Decentralized decision-mak<strong>in</strong>g process <strong>in</strong> order to ensure that field staff does not have to wait for thedecision always from the top.(c) Regular evaluation <strong>of</strong> the activities <strong>in</strong> order to make necessary changes(d) Regular evaluation <strong>of</strong> field staff to assess their plans, commitments and goals(e) Log term strategies to <strong>in</strong>volve staff and build their capacity(f) Search<strong>in</strong>g development <strong>of</strong> new technical options or opportunities.(g) Efficient development <strong>of</strong> the system for collection <strong>of</strong> <strong>in</strong>formation, analysis and storage.(h) Sufficient allocation <strong>of</strong> f<strong>in</strong>ance and human resources for <strong>in</strong>tervention.As could be visualized for the list <strong>of</strong> above requirements, unless there is change <strong>in</strong> the way <strong>of</strong> th<strong>in</strong>k<strong>in</strong>g processand promotion <strong>of</strong> grass root people <strong>in</strong>volvement <strong>in</strong> the <strong>in</strong>novation process, it would not be possible to promotefarmer participatory research.<strong>Network</strong><strong>in</strong>gIn order to have effective exchange <strong>of</strong> <strong>in</strong>formation and facilitate the process <strong>of</strong> shar<strong>in</strong>g <strong>of</strong> <strong>in</strong>formation, it is veryimportant that there is effective network<strong>in</strong>g by the facilitator. Such network<strong>in</strong>g with research, development andfarmer organizations helps not only to avoid duplication <strong>of</strong> efforts, but probably distribution <strong>of</strong> efforts and shar<strong>in</strong>g <strong>of</strong>knowledge to improve the efficiency <strong>of</strong> operation. Hence, network<strong>in</strong>g with all such <strong>in</strong>tuitions would br<strong>in</strong>g greaterbenefits. Here are some examples for such useful <strong>in</strong>stitutions.• Research organizations• Development <strong>in</strong>stitutions• Farmer organizations• Other relevant <strong>in</strong>stitutionsRole <strong>of</strong> field staffThe field staff needs to have clear understand<strong>in</strong>g about their role to prevent themselves carry<strong>in</strong>g out the work ordom<strong>in</strong>at<strong>in</strong>g the process.As a facilitator: In develop<strong>in</strong>g participatory action learn<strong>in</strong>g sessionAs a net worker: Assist <strong>in</strong> develop<strong>in</strong>g l<strong>in</strong>k with fry traders / hatchery ownersAs a teacher / tra<strong>in</strong>er: Assist people whenever they need clarification or support <strong>in</strong> better understand<strong>in</strong>g thesituation.25
