Mohan<strong>Network</strong> <strong>of</strong> <strong>Aquaculture</strong> <strong>Centres</strong> <strong>in</strong> Asia-Pacific, Suraswadi Build<strong>in</strong>g,Department <strong>of</strong> Fisheries, Kasetsart University CampusBangkok 10900, ThailandAbstractThe demand for quality and responsibly produced and certified aquaculture products is predicted to <strong>in</strong>creasesubstantially <strong>in</strong> com<strong>in</strong>g years and the most feasible, economical and acceptable way to achieve these goals is forsmall scale farmers to adopt Better Management Practices, collectively as a cluster, <strong>in</strong> a given locality. BetterManagement Practices (BMPs) <strong>in</strong> the aquaculture context outl<strong>in</strong>e norms for responsible farm<strong>in</strong>g <strong>of</strong> aquaticanimals. In aquaculture, better management practices have been developed largely for shrimp and salmonaquaculture, although some efforts are presently be<strong>in</strong>g made to develop BMPs for other aquatic commodities.BMPs improve the quantity, safety and quality <strong>of</strong> products tak<strong>in</strong>g <strong>in</strong>to consideration animal health and welfare,food safety, environmental and socio-economical susta<strong>in</strong>ability. BMP’s are management practices, andimplementation is generally voluntary; they are not a standard for certification. However, implementation <strong>of</strong> BMPswill help to achieve compliance with standards set by <strong>in</strong>ternational agencies, certification bodies and trad<strong>in</strong>gpartners. It is expected that organization <strong>of</strong> farmers and the <strong>in</strong>troduction <strong>of</strong> BMP approaches to their farm<strong>in</strong>gactivities would be an important tool <strong>in</strong> enabl<strong>in</strong>g smaller-scale producers to enter certification systems. It is <strong>in</strong> thiscontext, development, validation and implementation <strong>of</strong> BMPs is very important to ensure susta<strong>in</strong>able andresponsible aquaculture.IntroductionThe importance <strong>of</strong> aquaculture to food security cannot be overstated. <strong>Aquaculture</strong>, therefore, has ga<strong>in</strong>edsignificant momentum <strong>in</strong> several parts <strong>of</strong> the world. Asian aquaculture, even <strong>in</strong> respect <strong>of</strong> the commodities thatconstitute major export commodities, such as shrimp, Penaeus vannamei and P. monodon (Ch<strong>in</strong>a, India,Indonesia, Thailand and Vietnam) and tra catfish, Pangasianodon hypophthalmus (Vietnam), and the grow<strong>in</strong>grohu, Labeo rohita, farm<strong>in</strong>g sector <strong>in</strong> Myanmar are essentially small-scale farm<strong>in</strong>g systems, clustered together <strong>in</strong> agiven locality. With <strong>in</strong>creas<strong>in</strong>g impacts <strong>of</strong> globalization small-scale aquaculture farmers need access to scientificknowledge, f<strong>in</strong>ancial and technical services and market <strong>in</strong>formation <strong>in</strong> order to susta<strong>in</strong> their livelihoods andcompete <strong>in</strong> modern market cha<strong>in</strong>s.The WTO-SPS Agreement sets out the basic rules for food safety and animal and plant health standards. Thebasic aim <strong>of</strong> the SPS Agreement is to ma<strong>in</strong>ta<strong>in</strong> the sovereign right <strong>of</strong> any government to provide the level <strong>of</strong> healthprotection it deems appropriate, but to ensure that these sovereign rights are not misused for protectionistpurposes and do not result <strong>in</strong> barriers to <strong>in</strong>ternational trade. The demand for quality and responsibly produced andcertified aquaculture products is predicted to <strong>in</strong>crease substantially <strong>in</strong> com<strong>in</strong>g years and the most feasible,economical and acceptable way to achieve these goals is for small scale farmers to adopt Better ManagementPractices, collectively as a cluster, <strong>in</strong> a given locality.It is <strong>in</strong> this context that development, validation and implementation <strong>of</strong> commodity specific better managementpractices for small holder farmers <strong>of</strong> Asia-Pacific is timely and appropriate.74
