adopt standards for responsible shrimp farm<strong>in</strong>g. The study revealed that lack <strong>of</strong> knowledge on standards,<strong>in</strong>sufficient technical assistance program, assess to credit for <strong>in</strong>vestment, lack <strong>of</strong> <strong>in</strong>formation on market anddecl<strong>in</strong><strong>in</strong>g market price <strong>of</strong> shrimp are the major issues to deal with to promote adoption <strong>of</strong> standards for responsibleshrimp farm<strong>in</strong>g among the small-scale shrimp farmers. F<strong>in</strong>d<strong>in</strong>gs <strong>of</strong> the study will be shared <strong>in</strong> detail with theparticipants dur<strong>in</strong>g the lecture.ConclusionThe current economic crisis cont<strong>in</strong>ues to <strong>in</strong>fluence the world shrimp market. Generally, because <strong>of</strong> their relativelyhigh price, sales <strong>of</strong> shrimp products suffer because <strong>of</strong> loss <strong>of</strong> purchas<strong>in</strong>g power. S<strong>in</strong>ce fundamental problem isassociated with the volatility <strong>of</strong> world shrimp prices, and therefore, knowledge <strong>of</strong> the price trends <strong>of</strong> world shrimpproducts is very important <strong>in</strong>formation for the susta<strong>in</strong>able shrimp <strong>in</strong>dustry. Such knowledge would be particularlyuseful <strong>in</strong> form<strong>in</strong>g domestic shrimp policies. For example, the policy implications may be that the Government mayprovide m<strong>in</strong>imum price guarantee to the vulnerable group <strong>of</strong> shrimp farmers, as long term plan the Governmentmay seek to <strong>in</strong>crease shrimp farm<strong>in</strong>g areas with small-scale farmers to develop the export market as well as servethe social cause follow<strong>in</strong>g the underly<strong>in</strong>g pr<strong>in</strong>ciple <strong>of</strong> fair trade. Further to this coord<strong>in</strong>ated action would berequired to launch market campaign <strong>in</strong> the import<strong>in</strong>g countries to promote quality shrimp produced by small-scalefarmers under fair trade pr<strong>in</strong>ciple. A way forward may be collaboration between Thai producers and shrimpimporters, particularly develop<strong>in</strong>g direct contractual relationship between shrimp producer and importer throughthe famer organization would <strong>of</strong> great <strong>in</strong>terest to safeguard the <strong>in</strong>terest <strong>of</strong> the small-scale farmers. Further to thissett<strong>in</strong>g up a system for market research on consumers’ tastes and preferences and timely dissem<strong>in</strong>ation <strong>of</strong> such<strong>in</strong>formation could assist <strong>in</strong> an expansion <strong>of</strong> the overall size <strong>of</strong> the export market and its export shares <strong>in</strong> the nichemarkets.Though Thailand faces fierce competition from neighbor<strong>in</strong>g country it is anticipated the <strong>in</strong>ternational market forshrimps will rema<strong>in</strong> strong and that there is room for further growth <strong>in</strong> the <strong>in</strong>dustry. One excit<strong>in</strong>g development isthe <strong>in</strong>creased opportunity for <strong>in</strong>teraction and cooperation on shrimp trade among major shrimp produc<strong>in</strong>g nations.Trade associations from the world’s four largest shrimp-produc<strong>in</strong>g nations namely, Thailand, Viet Nam, Indonesiaand Ch<strong>in</strong>a have signed a multilateral cooperation agreement <strong>in</strong> May 2009 to develop and ma<strong>in</strong>ta<strong>in</strong> a healthyfarmed shrimp <strong>in</strong>dustry by encourag<strong>in</strong>g socially and environmentally responsible shrimp-farm<strong>in</strong>g practices to rideout the economic downturn. It is expected that the alliance will also strengthen shrimp <strong>in</strong>dustries <strong>in</strong> these counties<strong>in</strong> develop<strong>in</strong>g strategy to cope up with the challenges posed by the volatile <strong>in</strong>ternational shrimp market.Further to this given the high competition and low price <strong>in</strong> the world market, redirection <strong>of</strong> support for shrimpculture development with<strong>in</strong> the general agricultural sett<strong>in</strong>gs will help both producers and domestic consumers <strong>in</strong>the country. For <strong>in</strong>stances, availability <strong>of</strong> programs focus<strong>in</strong>g on <strong>in</strong>tensive <strong>in</strong>formation dissem<strong>in</strong>ation and tra<strong>in</strong><strong>in</strong>gschemes on the various standards and technology choices will have positive effects on the adoption rate <strong>of</strong>standard practices. It is suggested that if shrimp aquaculture has to be seen as a sector to enhance thesocioeconomic condition <strong>of</strong> the rural communities it would be required for the Government to regulate growth <strong>of</strong>the <strong>in</strong>dustry keep<strong>in</strong>g pro-poor policy <strong>in</strong> m<strong>in</strong>d.
