and financial resources. 243 The Istanbul Convention also<br />

requires that States “recognize, encourage and support… and<br />

establish effective cooperation with non-governmental<br />

organizations”. 244<br />

Article 2(c): The right <strong>to</strong> equality must be recognized<br />

and enforced by law<br />

Article 2(c) of the CEDAW Convention requires States parties:<br />

“To establish legal protection of the rights of women on an<br />

equal basis with men and <strong>to</strong> ensure through competent<br />

national tribunals and other public institutions the effective<br />

protection of women against any act of discrimination;” 245<br />

The CEDAW Committee has explained that a good quality of<br />

<strong>justice</strong>, <strong>to</strong> establish legal and equal protection of women’s<br />

rights, “requires that <strong>justice</strong> systems are contextualized,<br />

violence covered by this Convention. These bodies shall co-ordinate<br />

the collection of data as referred <strong>to</strong> in Article 11, analyse and<br />

disseminate its results.<br />

“2) Parties shall ensure that the bodies designated or established<br />

pursuant <strong>to</strong> this article receive information of a general nature on<br />

measures taken pursuant <strong>to</strong> Chapter VIII.<br />

“3) Parties shall ensure that the bodies designated or established<br />

pursuant <strong>to</strong> this article shall have the capacity <strong>to</strong> communicate directly<br />

and foster relations with their counterparts in other Parties.”<br />
