Conduct for Special Procedures Mandate-Holders of the Human<br />

Rights Council. 943 These standards are not manda<strong>to</strong>ry but<br />

inform a harmonised procedure for mandate-holders and are<br />

generally enforced by them.<br />

Who can submit a communication: Communication may be<br />

submitted by a person or group of persons claiming <strong>to</strong> be<br />

victim of violations or by any person or group of persons,<br />

including, non-governmental organisations, acting in good faith<br />

in accordance with the principles of human rights, and free<br />

from politically motivated stands or contrary <strong>to</strong>, the provisions<br />

of the Charter of the United Nations, and claiming <strong>to</strong> have<br />

direct or reliable knowledge of these violations substantiated by<br />

clear information. 944<br />

How the communication must be submitted: The<br />

communication must be in written, printed or electronic form<br />

and include full details of the sender’s identity and address, and<br />

full details of the relevant incident or situation. Anonymous<br />

communications are not considered. 945 Most Special Procedures<br />

provide questionnaires in different language <strong>to</strong> be completed in<br />

order <strong>to</strong> present a communication. 946 While the presentation of<br />

a communication through these forms is not manda<strong>to</strong>ry, it is<br />

highly recommended.<br />

Which violations can be submitted for consideration: The<br />
