Advocacy necessary <strong>to</strong> implement the judgement may require<br />

action from ministries’ agencies across government, such as<br />

ministry of the interior (policing), ministry of <strong>justice</strong> (criminal<br />

<strong>justice</strong> system, lawyers and judges), ministries of health and<br />

social services (rehabilitation of victims) and ministries of<br />

education and equality. Promising practice indicates that there<br />

could be established an authoritative centre coordinating the<br />

execution of judgements, for example, a parliamentary<br />

moni<strong>to</strong>ring group. 674 A national human rights institution may<br />

also have the expertise <strong>to</strong> assist initiatives of the executive in<br />

implementing judgments. The Istanbul Convention mandates<br />

the establishment of comprehensive and co-ordinated<br />

policies 675 and a coordinating body 676 <strong>to</strong> ensure “co-ordination,<br />

of 11 May 2011, Article 7(1) Parties shall take the necessary<br />

legislative and other measures <strong>to</strong> adopt and implement State-wide<br />

effective, comprehensive and co-ordinated policies encompassing all<br />

relevant measures <strong>to</strong> prevent and combat all forms of violence<br />

covered by the scope of this Convention and offer a holistic response<br />

<strong>to</strong> violence against women; Article 7(2) Parties shall ensure that<br />

policies referred <strong>to</strong> in paragraph 1 place the rights of the victim at the<br />

centre of all measures and are implemented by way of effective cooperation<br />

among all relevant agencies, institutions and organisations;<br />

and Article 7(3) Measures taken pursuant <strong>to</strong> this article shall involve,<br />

where appropriate, all relevant ac<strong>to</strong>rs, such as government agencies,<br />

the national, regional and local parliaments and authorities, national<br />
