Adopt national policies <strong>to</strong> prohibit, prevent and address<br />

violence against children, especially girls, including<br />

sexual harassment and bullying and other forms of<br />

violence;<br />

Conduct violence prevention activities in schools and<br />

communities, and establishing and enforcing penalties<br />

for violence against girls;<br />

Increase measures <strong>to</strong> protect women and girls from<br />

violence and harassment, including sexual harassment<br />

and bullying, in both public and private spaces; and<br />

Address security and safety, through:<br />

‣ Social and interactive media;<br />

‣ Awareness-raising and involvement of local<br />

communities;<br />

‣ Adoption of crime prevention laws and policies;<br />

‣ Adoption of programmes such as the Safe Cities<br />

Initiative of the United Nations; and<br />

‣ Improved urban planning, infrastructures, public<br />

transport and street lighting. 523<br />

Rape and other forms of sexual violence<br />

Prohibit unwanted or forced sex in public and in private<br />

“Every woman shall be entitled <strong>to</strong> respect for her life and the<br />

integrity and security of her person. All forms of exploitation,<br />

cruel, inhuman or degrading punishment and treatment shall<br />

be prohibited. States Parties shall take appropriate and<br />

effective measures <strong>to</strong>… enact and enforce laws <strong>to</strong> prohibit all<br />

forms of violence against women, including unwanted or forced<br />

sex whether the violence takes place in private or public”. 524<br />
