law enforcement, court personnel and legal and other<br />

Specialized services<br />

“States Parties… [undertake <strong>to</strong>]… provide appropriate<br />

specialized services for women who have been subjected <strong>to</strong><br />

violence, through public and private sec<strong>to</strong>r agencies, including<br />

shelters, counselling services for all family members where<br />

appropriate, and care and cus<strong>to</strong>dy of the affected children”. 425<br />

The UN General Assembly has called on States <strong>to</strong> develop<br />

systems and mechanisms that will “ensure a comprehensive,<br />

multidisciplinary, coordinated, systematic and sustained<br />

response <strong>to</strong> violence against women”. 426 Non-governmental<br />

organizations often provide such services, either on behalf of<br />

States, or independently.<br />
