alleged violations of American Declaration of the Rights and<br />

Duties of Man, the American Convention on Human Rights and<br />

of the right <strong>to</strong> establish and join trade unions and the right <strong>to</strong><br />

education under the Additional Pro<strong>to</strong>col <strong>to</strong> the American<br />

Convention on Human Rights in the Area of Economic, Social<br />

and Cultural Rights “Pro<strong>to</strong>col of San Salvador”. 692 The<br />

Commission has found also that Articles 26 and 29 ACHR may<br />

allow this body <strong>to</strong> consider violations of economic, social and<br />

cultural rights contained in the Pro<strong>to</strong>col of San Salvador. 693 The<br />

Inter-American Court of Human Rights (IACtHR) has subjectmatter<br />

jurisdiction for violations of the American Convention on<br />

Human Rights (ACHR) only against States that have accepted it<br />

through a declaration done under Article 62 ACHR. It can also<br />

adjudicate on violations of the right <strong>to</strong> establish and join trade<br />

unions and the right <strong>to</strong> education under the “Pro<strong>to</strong>col of San<br />

Salvador”. 694<br />

The African Commission on Human and Peoples’ Rights<br />

(ACHPR) is competent <strong>to</strong> hear individual complaints for<br />

violations of the African Charter on Human and Peoples’ Rights<br />

(ACHPR) against the States Parties. 695 The African Court on<br />

Human and Peoples’ Rights has the competence <strong>to</strong> hear<br />
