victims. 462 This may involve the police providing, on the spot,<br />

an emergency protection order that can be confirmed in due<br />

course by the courts. 463 Risk assessment and management is<br />

also an important process. This should ensure “that an<br />

assessment of the lethality risk, the seriousness of the situation<br />

and the risk of repeated violence is carried out by all relevant<br />

authorities in order <strong>to</strong> manage the risk and if necessary <strong>to</strong><br />

provide co-ordinated safety and support”. 464 The risk<br />

assessment should also take in<strong>to</strong> account whether the<br />

perpetra<strong>to</strong>r possesses or has access <strong>to</strong> firearms. 465<br />

“States Parties condemn all forms of violence against women…<br />

and undertake <strong>to</strong>... adopt legal measures <strong>to</strong> require the<br />

perpetra<strong>to</strong>r <strong>to</strong> refrain from harassing, intimidating, or<br />

threatening the woman or using any method that harms of<br />

endangers her life or integrity, or damages her property”. 466<br />

A variety of protection orders must be available <strong>to</strong> address<br />

situations of danger, whether immediate or longer term, and<br />

should be available <strong>to</strong> protect women and girls from all forms<br />

of violence, using a variety of powers according <strong>to</strong> the victim’s<br />

need. For example, a girl at risk of being taken abroad for the<br />

purposes of being subjected <strong>to</strong> FGM or a forced marriage may<br />

require special arrangements. 467<br />
