Alasco and the other ministers of the foreign congregations into a body corporate. The affairs of each congregation were managed by a minister, ruling elders and deacons. The oversight of all was committed to Alasco as superintendent. He had greater trouble but no more authority than the others, and was subject equally with them to the discipline of the, Church. Although he allowed no superiority of office or authority to superintendents, he considered that they were of Divine appointment, and that Peter held this rank among the apostles.
