e have been hearing about EN 81-28
for more than 15 years, and more
precisely since 10 th February 2004,
when the harmonised reference standard for
lift alarm systems was published in the Official
Journal of the European Union. On July 23 rd
2009, while Italy was entering into the midst of
an economic crisis that would last more than a
decade, and perhaps is still not over, for the lift
world the coveted decree of the Italian Ministry
of Productive Activities on improving the safety
of lifts was a dream that becomes reality,
allowing for long period of major work for the
safety of hundreds of thousands of systems,
unfortunately the great illusion,
just like any dream, was short-lived, in
fact, on April 1 st , 2010 the Lazio Regional
Administrative Court with provision no. 4513
repealed the Ministerial Decree mentioned
above.
More than 15 years later, the WG4 working
group is in the process of adapting the ancillary
standards (including EN 81-28) to the new
requirements of EN 81-20&50.
Regarding harmonised safety standards for
the construction and installation of lifts for the
transport of persons and goods, Part 28 covers
the remote alarm, which shall be available on all
passenger and goods transport lifts.
This edition also indicates the minimum
information to be provided as an integral part
of the instruction manual of the remote alarm
relating to both maintenance and rescue service.
Èda oltre 15 anni che sentiamo parlare di
EN 81-28 (e più precisamente dal 10
febbraio 2004, da quando cioè ne sono
stati indicati i riferimenti sulla Gazzetta Ufficiale
dell’Unione Europea come Norma armonizzata
per i sistemi di allarme per ascensori). Il 23
luglio 2009, mentre l’Italia entrava nel vivo di
una crisi economica che sarebbe durata oltre un
decennio, e forse ancora non si può dire finita,
per il mondo che ruotava intorno agli ascensori
arrivò l’agognato decreto del Ministero delle
Attività Produttive Italiano sul Miglioramento
della sicurezza degli impianti ascensori e con
esso il sogno di un lungo periodo di grandi lavori
per la messa in sicurezza di centinaia di migliaia
di impianti. Purtroppo la grande illusione,
come tutti i bei sogni, fu di breve durata,
infatti il 1° aprile del 2010 il TAR del Lazio
con provvedimento n. 4513 abrogò il Decreto
ministeriale anzidetto.
A distanza di oltre 15 anni, il gruppo di lavoro WG4
sta adeguando le norme accessorie (tra cui la EN
81-28) alle nuove prescrizioni della EN 81-20&50.
Riguardo alle norme di sicurezza armonizzate per
la costruzione e l’installazione di ascensori per il
trasporto di persone e merci, alla Parte 28 trattano
quelle che riguardano l’allarme remoto, che dovrà
essere disponibile su tutti gli ascensori sia per il
trasporto di passeggeri sia di merci.
In questa edizione vengono indicate anche le
informazioni minime da fornire come parte
integrante del manuale di istruzioni del teleallarme
relative sia alla manutenzione sia al servizio di
