are divided into “general” and “technical<br />
characteristics”. These requirements represent<br />
the guidelines for the construction, evaluation<br />
and choice of a good remote rescue system that<br />
can ensure high levels of reliability and safety.<br />
The PSTN or VoIP system, and GSM gateway<br />
(micro TSA 4.0 model, manufactured by Teledif<br />
Italia) and the Lift Unit, communication and<br />
remote control unit, for digital connections,<br />
voice and data, on Lan or Internet, were<br />
certainly among the first to be designed with all<br />
the security levels required by EN 81-28:2018.<br />
The general characteristics, clause 4.1,<br />
concern the way an alarm call is handled, from<br />
forwarding to call centre answering, and deal<br />
with: “information on the end of the alarm,<br />
i.e. the arrival of the rescue operator on site,<br />
power supply safety and electrical continuity,<br />
information to be provided to users trapped in<br />
the car and related symbols, the operation of<br />
any filtering, the identification of the system,<br />
the continuity of the alarm once initiated<br />
and the sound volumes of related signals<br />
and communication depending on the site<br />
conditions.”<br />
The technical features, clause 4.2, give<br />
guidelines on availability and reliability of the<br />
alarm system. This is where it is stated that the<br />
frequency of the test call should be agreed with<br />
the system owner and the lack of test call should<br />
be reported: “The activation of graphical<br />
symbols shall operate normally as indicated in<br />
4.1.5, flashing in opposition (one second off, one<br />
second on) shall indicate a failure<br />
of automatic test not later than one hour from the<br />
last failed automatic test up to next successful<br />
connection for the duration of the alarm.”<br />
Another important clause is the 5.3, which<br />
involves the owner of the installation; it is the<br />
installation owner, in fact, who is responsible for<br />
keeping the documentation of the lift, including<br />
the instructions of the alarm system, and who<br />
must therefore provide the service centre with<br />
all the necessary instructions for handling<br />
in “caratteristiche generali” e “caratteristiche<br />
tecniche”. Tali requisiti rappresentano le linee guida<br />
per la costruzione, la valutazione e la scelta di un<br />
buon sistema di Telesoccorso in grado di garantire<br />
elevati livelli di affidabilità e sicurezza. Il sistema<br />
per linea fissa o VoIP, e per gateway GSM (modello<br />
micro TSA 4.0, prodotto da Teledif Italia) e la Lift<br />
Unit, unità di comunicazione e telecontrollo, per<br />
collegamenti digitali, voce e dati, su Lan o Internet,<br />
sono stati sicuramente tra i primi a essere stati<br />
progettati con tutti i livelli di sicurezza previsti<br />
dalla UNI EN 81-28:2018.<br />
Le caratteristiche generali, punto 4.1, riguardano<br />
la modalità di gestione di una chiamata di allarme,<br />
dall’inoltro alla risposta del call center, e trattano:<br />
“l’informazione sulla fine dell’allarme, ossia<br />
l’arrivo sul luogo dell’operatore del servizio di<br />
soccorso, la sicurezza sull’alimentazione e la<br />
continuità elettrica, le informazioni da fornire<br />
agli utenti intrappolati in cabina e relativa<br />
simbologia, il funzionamento dell’eventuale<br />
filtro, l’individuazione dell’impianto, la continuità<br />
dell’allarme una volta avviato e i volumi sonori<br />
delle relative segnalazioni e della comunicazione<br />
in funzione delle condizioni ambientali”.<br />
Le caratteristiche tecniche, punto 4.2, danno<br />
indicazioni sulla disponibilità e affidabilità del<br />
sistema di allarme. È in questo punto che troviamo<br />
precisato che la frequenza della chiamata di<br />
Test deve essere concordata con il proprietario<br />
dell’impianto e che il mancato Test deve venire<br />
segnalato: “L’attivazione dei simboli grafici di cui<br />
al punto 4.1.5, lampeggianti in opposizione (un<br />
secondo spento, un secondo acceso) devono indicare<br />
un errore del test automatico; devono accendersi non<br />
oltre un’ora dall’ultimo test automatico fallito e fino<br />
alla successiva connessione riuscita”.<br />
Un altro punto importante è il 5.3 che chiama in<br />
gioco il proprietario dell’impianto; è il proprietario<br />
dell’impianto, infatti, che ha la responsabilità<br />
della conservazione della documentazione<br />
dell’ascensore, ivi comprese le istruzioni del<br />
sistema di allarme e che deve quindi fornire al<br />
centro di assistenza tutte le istruzioni necessarie per<br />
