A careful reading of this new draft immediately<br />
shows that some aspects have been better<br />
reiterated and clarified, especially with regard<br />
to the functionality of the remote alarm and<br />
the responsibility of the persons involved:<br />
manufacturer, rescue centre, owner of the system.<br />
The normative entity has made it very clear that the<br />
remote alarm for lifts is not just a simple telephone<br />
dialler but is a real complex safety system<br />
whose proper functioning is due not only to the<br />
technology, but also to the specific responsibilities<br />
of the various operators (an important thing is the<br />
indication to provide the visible indication that the<br />
test call was not carried out); even if, as it should<br />
be, no indications are given on how to behave in<br />
the case of an obvious malfunction of the alarm<br />
system, it seems obvious to me, even if it may seem<br />
excessive, that the system should be stopped or<br />
guarded during operation.<br />
Therefore, WG4 does not focus on any<br />
technological aspect of the equipment that can<br />
be used, by only describing the main functional<br />
features: “the alarm equipment must be able to<br />
detect, identify, validate as a true alarm and start<br />
a two-way communication with a centre manned<br />
by an operator capable of activating the rescue<br />
organisation.”<br />
As mentioned, in addition to the characteristics<br />
of the equipment, operational<br />
responsibilities are also identified: response<br />
centre, rescue organisation, owner of the<br />
system; all harmoniously connected in order to<br />
guarantee maximum safety for the users<br />
of the lift systems, both passengers and<br />
maintenance personnel.<br />
FEATURES AND REQUIREMENTS<br />
The remote alarm or remote rescue devices, to<br />
be installed on a lift system, can therefore be of<br />
any shape or model and use any communication<br />
channel or technology: PSTN (Public Switched<br />
Telephone Network), VoIP (Voice over Internet<br />
Protocol), GSM (Global System for Mobile<br />
Communications), provided that the two-way<br />
communication with a manned response centre,<br />
commonly called Call Centre, and compliance<br />
with the requirements of the standard and the<br />
product certifications required by each country,<br />
is guaranteed.<br />
In the “definitions” section, roles and<br />
responsibilities are clearly identified. The<br />
definitions are included in clause 3.3 to 3.13<br />
and are relevant to: “Alarm Equipment,<br />
End of alarm, Alarm Initiation Device,<br />
Alarm System, Human Response, Reception<br />
Equipment, Rescue Service, Transmitter,<br />
Owner of the Installation,<br />
Installer, Manufacturer<br />
of the Alarm System.”<br />
The safety requirements and protective<br />
measures are dealt with in Paragraph 4 and<br />
soccorso. A una lettura attenta di questa nuova<br />
stesura risulta che sono stati meglio ribaditi e<br />
precisati alcuni aspetti soprattutto per quanto attiene<br />
alla funzionalità del teleallarme e alla responsabilità<br />
degli attori in gioco: produttore, centro di soccorso,<br />
proprietario dell’impianto. Il normatore ha reso ben<br />
evidente che il teleallarme per ascensori non è un<br />
semplice combinatore telefonico ma è un vero e<br />
proprio sistema complesso di sicurezza al cui buon<br />
funzionamento concorrono non solo la tecnologia,<br />
ma anche le specifiche responsabilità dei vari<br />
operatori (una cosa importante è l’indicazione di<br />
prevedere la segnalazione visibile di mancato Test);<br />
anche se, come è giusto che sia, non vengono date<br />
indicazioni su come bisogna comportarsi nel caso<br />
di un evidente cattivo funzionamento del sistema<br />
d’allarme, a me pare ovvio, anche se può sembrare<br />
eccessivo, che bisognerebbe bloccare l’impianto<br />
o presidiarlo a vista durante il funzionamento.<br />
Il WG4 quindi non tocca nessun aspetto<br />
tecnologico degli apparati utilizzabili, limitandosi a<br />
descriverne le principali caratteristiche funzionali:<br />
“l’apparecchiatura di allarme dovrà essere in grado<br />
di rilevare, identificare, convalidare come vero<br />
allarme ed avviare la comunicazione bidirezionale<br />
con un centro presidiato da un operatore in grado di<br />
attivare l’organizzazione di salvataggio”.<br />
Come detto, oltre alle caratteristiche delle<br />
apparecchiature vengono individuate anche<br />
responsabilità operative: centro presidiato<br />
di risposta, organizzazione di salvataggio,<br />
proprietario dell’impianto; il tutto armonicamente<br />
legato al fine di garantire la massima sicurezza<br />
agli utilizzatori degli impianti ascensori, siano essi<br />
passeggeri o addetti ai servizi di manutenzione.<br />
CARATTERISTICHE E REQUISITI<br />
Le apparecchiature di Teleallarme o Telesoccorso, da<br />
installare su un impianto ascensore, possono essere<br />
quindi di qualsiasi forma o modello e utilizzare un<br />
qualunque canale o tecnologia di comunicazione:<br />
linea fissa PSTN (Public Switched Telephone<br />
Network), VoIP (Voice over Internet Protocol),<br />
GSM (Global System for Mobile Communications),<br />
purché venga garantita la comunicazione<br />
bidirezionale con un centro presidiato di risposta,<br />
comunemente detto Call Center, e il rispetto dei<br />
requisiti richiesti dalla norma e dalle certificazioni di<br />
prodotto previste da ciascuno Stato.<br />
Già nella parte delle “definizioni” vengono<br />
ben individuati ruoli e conseguenti campi di<br />
responsabilità. Le definizioni sono riportate dal<br />
punto 3.3 al 3.13 e riguardano: “Apparecchiatura<br />
d’allarme, Fine Allarme, Dispositivo di<br />
attivazione allarme, Sistema di Allarme, Risposta<br />
Operatore, Apparecchiatura di ricezione, Servizio<br />
di Salvataggio, Trasmettitore, Proprietario<br />
dell’installazione, Installatore, Produttore<br />
del sistema d’allarme”.<br />
I requisiti di sicurezza e le misure protettive<br />
sono trattati al punto 4 e vengono suddivisi<br />
