The first Constitution was signed and proclaimed on
Nov. 6, 1844. Three more, of Feb. 27, 1854, Dic. 23,
1854, and Feb. 19, 1858, preceded the period of Spanish
rule that began March 18, 1861. The text of the
Constitution of Feb. 27, 1854 was officially published
in New York in 1885.
The text of the Constitution of 1896 and organic
laws published at Madrid, Spain, in 1902.
The text of the Constitution promulgated June
12, 1896 and again put in force May 21, 1903 was translated
into English and published by the United States
Government Printing Office, in 1905.
In 1907, the report presented by the Commission
which edited the draft of the revision of the Constitution
was published.
Among the early texts dealing with constitucional
law is that by Eugenio Ma. de Hostos, and that by J.
Arosemena.
In 1913, a comisión of lawyers was created by a
decree of january 21, charged with the duty of constitucional
reform. The results of their work were
published the same year. In 1925 there was published
an English translation of the Constitution of June 13,
1924 by William C. Wells.
La persona que tenga que formarse idea sobre la vida constitucional
dominicana nunca lo logrará si no tiene más información
que la del libro que reseñamos. Creerá que publicación oficial de
la Constitución sólo se ha hecho en 1854 (febrero), cuando, como
es lógico, lo han sido todos los textos, y salvo de los primeros, el
folleto con el de cada una no es de difícil consecución. Que otro,
el de 1881, publicada en inglés en Nueva York en 1885, pero igualmente
pudo decir que en español lo fue en Santo Domingo en
1881, en Madrid en 1884 y en Santiago de Chile en 1891.
