The first Constitution was signed and proc<strong>la</strong>imed on<br />

Nov. 6, 1844. Three more, of Feb. 27, 1854, Dic. 23,<br />

1854, and Feb. 19, 1858, prece<strong>de</strong>d the period of Spanish<br />

rule that began March 18, 1861. The text of the<br />

Constitution of Feb. 27, 1854 was officially published<br />

in New York in 1885.<br />

The text of the Constitution of 1896 and organic<br />

<strong>la</strong>ws published at Madrid, Spain, in 1902.<br />

The text of the Constitution promulgated June<br />

12, 1896 and again put in force May 21, 1903 was trans<strong>la</strong>ted<br />

into English and published by the United States<br />

Government Printing Office, in 1905.<br />

In 1907, the report presented by the Commission<br />

which edited the draft of the revision of the Constitution<br />

was published.<br />

Among the early texts <strong>de</strong>aling with constitucional<br />

<strong>la</strong>w is that by Eugenio Ma. <strong>de</strong> Hostos, and that by J.<br />

Arosemena.<br />

In 1913, a comisión of <strong>la</strong>wyers was created by a<br />

<strong>de</strong>cree of january 21, charged with the duty of constitucional<br />

reform. The results of their work were<br />

published the same year. In 1925 there was published<br />

an English trans<strong>la</strong>tion of the Constitution of June 13,<br />

1924 by William C. Wells.<br />

La persona que tenga que formarse i<strong>de</strong>a sobre <strong>la</strong> vida constitucional<br />

dominicana nunca lo logrará si no tiene más información<br />

que <strong>la</strong> <strong>de</strong>l libro que reseñamos. Creerá que publicación oficial <strong>de</strong><br />

<strong>la</strong> Constitución sólo se ha hecho en 1854 (febrero), cuando, como<br />

es lógico, lo han sido todos los textos, y salvo <strong>de</strong> los primeros, el<br />

folleto con el <strong>de</strong> cada una no es <strong>de</strong> difícil consecución. Que otro,<br />

el <strong>de</strong> 1881, publicada en inglés en Nueva York en 1885, pero igualmente<br />

pudo <strong>de</strong>cir que en español lo fue en Santo Domingo en<br />

1881, en Madrid en 1884 y en Santiago <strong>de</strong> Chile en 1891.<br />

Que entre 1858 y 1881 no hubo nuevo texto alguno, cuando<br />

<strong>la</strong> realidad es que existieron una serie <strong>de</strong> ellos: 1865, 1866 reforma
