ABSTRACTThe verdict on the impact of product standards on agricultural exports from <strong>de</strong>velopingcountries is largely that they barrica<strong>de</strong> tra<strong>de</strong> by imposing onerous compliance costs onexporters. However, this paper makes an attempt at <strong>de</strong>termining the impact of processrequirements (Hazard Analysis Critical Control Point requirements) on exports. Theimpact of HACCP requirements on exports of fish and fishery products from Guyana tothe US is investigated using a standard gravity mo<strong>de</strong>l, augmented with a dummyvariable. The analysis is un<strong>de</strong>rtaken using UN COMTRADE data at the 2 digit (Rev l)level of classification <strong>for</strong> 39 years, 1970- 2008. The results support the view thatstandards can be a catalyst <strong>for</strong> competitiveness and that the perceived costs are oftenless than assumed given the impact on consumer confi<strong>de</strong>nce and <strong>de</strong>mand.____________________________________________________________Key words: Food safety standards, HACCP, gravity mo<strong>de</strong>l.i
