process. In that connection, CARICOM lea<strong>de</strong>rs should not be allowed to go behind thenegotiators’ backs (CRNM) and negotiate their agreements on their own terms. It is believed thatthese tactics were applied within the EPA negotiation process and consequently, ma<strong>de</strong> the earlierportion of the negotiation process ineffective. To avoid these future dilemmas, it isrecommen<strong>de</strong>d that all parties to the agreements be involved in the negotiations from beginning toend, and that all parties sign the agreement at the same time.Fifth, the Caribbean needs to become more aggressive when negotiating tra<strong>de</strong> agreementswith the <strong>de</strong>veloped countries. In this regard, CARICOM should propose that the <strong>de</strong>velopedcountries provi<strong>de</strong> more assistance to the Caribbean, <strong>for</strong> example with the drug traffickingproblem that is creating a lot of the crime and violence within its countries. It is un<strong>de</strong>rstood thatthe Caribbean acts simply as a transshipment point <strong>for</strong> drug trafficking but has beentremendously affected with escalating crime rates and disintegrating societies. As a result, theregion is fighting a losing battle when it comes to improving the quality of life and the standardof living <strong>for</strong> its people. It is there<strong>for</strong>e imperative that CARICOM brings such problems to the<strong>for</strong>efront when negotiating agreements with <strong>de</strong>veloped countries. It is also important that theyensure that these agreements <strong>de</strong>liver sustainable projects that the entire region could benefitfrom.Sixth, it was found that CARICOM’s i<strong>de</strong>als are commendable, especially as they relate tothe CSME initiative. Yet, there is little support <strong>for</strong> the latter, as there is still too muchapprehension against the free movement of labor. It is there<strong>for</strong>e recommen<strong>de</strong>d that members andassociate members states become engaged in dialogues at the regional level, to discusscomprehensively the benefits and concerns that the CSME initiative will bring to the entire14
