consensually accepted HACCP as the most effective tool <strong>for</strong> managing food safety risksin FFP.The shift in the nature of the stipulated quality management system has becomenecessary to minimize health risks (such as Tuberculosis) given the recent <strong>de</strong>luge offood safety scares and consequent increased consumer <strong>de</strong>mand <strong>for</strong> safer products.Noteworthy, in the US 3 the majority of food borne illnesses that occur each year areassociated with seafood products so that management of health risks associated withseafood is crucial. Approximately 15% of an estimated 76 million food borne illnessesthat occur every year in the US are associated with seafood consumption (An<strong>de</strong>rs andCaswell 2006).Further, seafood is a non-homogeneous commodity given diversity in harvest methods,production areas etc. and there<strong>for</strong>e cannot be easily regulated by universal productstandards (An<strong>de</strong>rs and Caswell 2006).While two <strong>de</strong>ca<strong>de</strong>s have elapsed since <strong>de</strong>veloped countries have begun to re<strong>for</strong>m theirquality management systems <strong>for</strong> fish, many <strong>de</strong>veloping countries such as Guyana havenot been able to keep a pace with these <strong>de</strong>velopments. This is evi<strong>de</strong>nt in the inability ofall <strong>de</strong>veloping countries to become certified to export to all <strong>de</strong>veloped countries‟markets. Analysis of the impact of such measures on export capacity there<strong>for</strong>e remainsimperative.A priori it can be construed that the impact of these <strong>de</strong>velopments on exports from<strong>de</strong>veloping countries, given the standards- as- barriers vs. standards- as- catalystdichotomy, is ambiguous. The potential negative impact of HACCP introduction may beassociated with the significance of investment cost requirement to <strong>de</strong>monstratecompliance given that HACCP is not a stand-alone control system and must there<strong>for</strong>ebe supplemented with pre-requisite hygiene measures as well as compliance with endproductmeasures.3 <strong>Global</strong>ly, the US is one of the largest importers of seafood products (An<strong>de</strong>rs and Caswell 2006).2
