Generic goals <strong>and</strong> GPs are central to <strong>process</strong> institutionalization. In the<br />

continuous representation the basis for institutionalization is established via<br />

the capability level 2 GPs. GPs at capability levels 3, 4, <strong>and</strong> 5 extend the<br />

initial capability level 2 institutionalization. In the staged representation,<br />

institutionalization is achieved via common features. The staged representation’s<br />

common features correspond to the continuous representation’s capability<br />

level 2 <strong>and</strong> 3 generic practices.<br />

GPs are applicable to all PAs—they do not belong to any specific PA. 4<br />
