Diagnosing phase<br />

In the Diagnosing phase, a more complete underst<strong>and</strong>ing of <strong>improvement</strong><br />

activities is developed. This phase establishes the basis for the work performed<br />

in later phases. The <strong>process</strong> as currently practiced is captured <strong>and</strong> documented.<br />

This current <strong>process</strong> is then compared to some <strong>process</strong> model, such<br />

as the CMM ® , <strong>and</strong> gaps between the model <strong>and</strong> actual practices are identified.<br />

Typically, an assessment is used for that purpose, but other forms of gap<br />

analysis can be equally effective. These gaps then serve as a basis for <strong>process</strong><br />

<strong>improvement</strong> <strong>and</strong>, in turn, development of the new <strong>and</strong> improved <strong>process</strong>.<br />

Establishing phase<br />

In the Establishing phase, a detailed <strong>process</strong> <strong>improvement</strong> plan is developed,<br />

based on organizational goals <strong>and</strong> objectives <strong>and</strong> the gaps identified in the<br />

previous phase. Priorities for the <strong>improvement</strong> efforts <strong>and</strong> project performance<br />

goals are determined; <strong>process</strong> <strong>improvement</strong> activities usually require<br />

the same resources needed for project activities. Diverting people to a <strong>process</strong><br />

<strong>improvement</strong> initiative may impact product delivery schedules. The framework<br />

set up in the initiating phase should be able to mitigate those conflicts.<br />

The goals <strong>and</strong> objectives <strong>and</strong> the gaps identified in the diagnosing phase<br />

define the scope of the <strong>process</strong> <strong>improvement</strong> activities. A detailed <strong>process</strong>
