Continuous representation—implementing engineering PAs<br />

Although one can argue that implementing the engineering PAs is a maturity<br />

level 3 approach, what we describe next is markedly different. This approach<br />

is based on institutionalizing the engineering PAs first, as shown in Table<br />

6.12.<br />

Organizations develop products. Their <strong>process</strong>es may not be well<br />

described, managed, trained, or controlled, but they are still able to deliver<br />

their products. For organizations with strong engineering practices, it make<br />

a lot of sense to raise all engineering PAs to at least capability level 1 by<br />

implementing all of their base practices <strong>and</strong> satisfying GG 1, Perform Base<br />
