7. SITE MANAGEMENT AND RECORD-KEEPING<br />

7.1 Site Management<br />

This section summarizes the various measures required to implement field sampling activities. Site<br />

access and security, temporary facilities and utilities, waste management, spill and discharge control<br />

measures, and contingency plans are some of the items that must be considered in developing projectspecific<br />

plans. This section contains a general discussion of these considerations and broadly describes<br />

the elements associated with them. Each project-specific plan will address these topics on an individual<br />

basis, providing greater detail as required by the activities conducted at the site.<br />

7.1.1 Site Access and Security<br />

Kirtland AFB maintains responsibility for all base access and security measures required to gain access<br />

to the base. Site security at areas of concern undergoing remedial activities will be performed in<br />

accordance with requirements presented in the BWHSP (Appendix F), project-specific addenda, and the<br />

SSHP.<br />

7.1.2 Temporary Facilities<br />

Temporary support facilities for remedial operations will be identified in the project-specific addenda.<br />

Facilities may include office trailers, storage trailers, shower facilities, break trailers, temporary<br />

treatment units, connections to utilities, equipment storage yards, and access roads.<br />

7.1.3 Waste Disposal<br />

Waste disposal for the activities to be implemented at Kirtland AFB are addressed in the Investigation-<br />

Derived Waste Management Plan, Appendix E of this BWP.<br />

7.1.4 Contingency Plans<br />

The development of contingency strategies is necessary for the successful and timely completion of the<br />

environmental restoration operations at Kirtland AFB. Prior to initiating field activities, plans will be<br />

developed based upon the individual scope of work projected for each site. In the event that a problem or<br />

interruption occurs during the field activities, the Kirtland ERP Remedial Project Manager and the<br />

project geologist will be notified and consulted before implementation of alternate strategies. Other<br />

project team members may be contacted and consulted depending upon the importance of the problem<br />

and the applicability to the team member. The following outlines some of the potential problems and<br />

alternative solutions that may be encountered in the field.<br />
