1. INTRODUCTION<br />

This document will serve as the base-wide Waste Management Plan (WMP) for environmental<br />

restoration activities to be performed at Kirtland Air Force Base (AFB). The WMP governs the<br />

minimization, generation, management, storage, transport, and disposal of wastes that are routinely<br />

encountered during environmental restoration activities. The primary focus of the WMP is the<br />

management of investigation-derived waste (IDW). Wastes generated during the execution of remedial<br />

actions will be governed by this plan to the extent that they can be predicted and easily accommodated<br />

within the scope of the WMP.<br />

1.1 Purpose<br />

The purpose of this plan is to describe the anticipated approach and procedures for waste management.<br />

During environmental investigations and remedial actions, waste will be generated that:<br />

May contain hazardous substances as defined by the Comprehensive Environmental Response,<br />

Compensation and Liability Act (CERCLA).<br />

May be listed as a hazardous waste under the Resource Conservation and Recovery Act (RCRA).<br />

May be characteristic hazardous waste under RCRA.<br />

May be Special Waste regulated under the New Mexico Special Waste Requirements Regulations.<br />

May contain polychlorinated biphenyls (PCBs) regulated under the Toxic Substances Control Act<br />

(TSCA).<br />

May contain asbestos regulated under TSCA, Occupational Safety and Health Administration, or<br />

National Emission Standards for Hazardous Air Pollutants.<br />

May be radioactive or mixed waste regulated under the State of New Mexico Radiation Protection<br />

Regulations.<br />

The intent of waste management, particularly IDW management, is to leave the site in no worse<br />

condition after the implementation of activities than existed prior to the activities and to comply with<br />

federal and state waste management regulations and applicable or relevant and appropriate requirements<br />

(ARARs) to the extent practicable. These management procedures are directed toward waste<br />

minimization to reduce the quantity of waste that will require treatment, storage, and disposal.<br />

1.2 Scope<br />

To effectively manage the bulk of wastes expected to be generated from the base Installation Restoration<br />

Program, this WMP was prepared in accordance with the U. S. Environmental Protection Agency (EPA)<br />

guidance document Management of Investigation-Derived Wastes During Site Inspections, Office of<br />

Emergency Response Directive 9345.3-02, dated May 1991.<br />

The most important elements of the IDW management approach, as listed in the above referenced<br />

guidance, are to:<br />
