3. PROJECT ORGANIZATION AND RESPONSIBILITIES<br />

Implementation of the QAPP requires that the project staff is aware of QA/QC procedures and goals.<br />

QA/QC responsibilities lie principally with the Project Manager (PM) and the QA PM. Key project staff<br />

may also include the Field Operations Lead (FOL), QA Officer, Safety Professional, and the Site Health<br />

and Safety Specialist (SHSS). Additional project staff may include, but are not limited to, Sample<br />

Coordinator, Data Validation Coordinator, Project Scientists, Project Engineers, and various support<br />

staff.<br />

A brief description of key project personnel are presented in this section. The project-specific QAPP will<br />

identify the individuals required to perform the activities associated with the project. Additionally, the<br />

project-specific QAPP will append or modify the duties and responsibilities of each of the project staff.<br />

2.5 Project Manager<br />

The Project Manager is responsible for overall technical and administrative activities for the project.<br />

He/she directs the development of field programs, data evaluation, development of conclusions and<br />

recommendations, and preparation of the technical documents. Specific duties and responsibilities of the<br />

PM include:<br />

Maintain regular contact with the appropriate Contract Officer and Kirtland AFB and<br />

provide status reports.<br />

Direct all technical and administrative aspects associated with individual corrective actions<br />

and project task(s).<br />

Evaluate project-specific procedures and plans, and ensure that all procedures, project plan<br />

elements, and specifications can be implemented on schedule and within budget, and are in<br />

compliance with applicable regulations.<br />

Evaluate project schedule and budget to recommend and justify change orders.<br />

Develop and/or modify a critical path method or similar method to track project materials<br />

and resources and to identify key project milestones.<br />

Prepare specifications for subcontractors and equipment procurement.<br />

Direct subcontractor and equipment procurement.<br />

Recommend change orders to the appropriate Contract Officer and Kirtland AFB.<br />

Interface with Project Scientists and Engineers on relevant issues and methods of resolution.<br />

Interface with the Health and Safety Manager and QA Manager to ensure compliance of<br />

approved plans.<br />

Recommend a team of professionals to accomplish each corrective action or task activity.<br />

Manage the activities of the professionals assigned to individual projects.<br />
