2. PROJECT ORGANIZATION AND RESPONSIBILITIES<br />

2.1 Program Manager<br />

The Program Manager has the overall responsibility for the health and safety of site personnel at all<br />

projects under their contract. The Program Manager will ensure that adequate resources are provided to<br />

the field health and safety staff to carry out their responsibilities as outlined below. The Program<br />

Manager will also ensure that fieldwork is scheduled with adequate personnel and equipment resources to<br />

complete the job safely.<br />

2.2 Project Manager<br />

The Project Manager (PM) is responsible for managing all technical and business aspects of the project.<br />

This includes the development of the best technical approach and budget for the contract task order scope,<br />

managing technical, cost, schedule, and project issues as work progresses, and subcontractor oversight.<br />

The PM will also ensure that adequate personnel and resources are available to complete the project<br />

safely and to ensure that:<br />

All projects are implemented in compliance with all environmental, safety and health laws<br />

and regulations.<br />

Environmental Health and Safety (EHS) plans are developed, approved, and implemented in<br />

accordance with Contractor requirements.<br />

Personnel understand the requirements of the project EHS plan(s) and each individual<br />

understands his/her responsibility for plan implementation.<br />

Personnel have all required training and are capable of performing all assigned tasks.<br />

Facilities and equipment meet Contractor and government regulations.<br />

Work rules are enforced.<br />

Inspections and incident investigations are conducted per program requirements. The PM or<br />

designated manager will conduct monthly health and safety inspections of the job site.<br />

Effective corrective actions are implemented in a timely manner following inspections,<br />

audits, incident investigations, etc.<br />

Clients are notified of Contractor incident reporting procedures.<br />

Appropriate disciplinary action is implemented by line supervision when necessary.<br />

2.3 Project Superintendent<br />

The Project Superintendent is responsible for ensuring that all work is performed in accordance with the<br />

project work plan requirements and specifications in a safe and healthful manner. As a line manager, the<br />

Project Superintendent has the same responsibilities for health and safety program implementation as the<br />

PM. The Project Superintendent will:<br />
