safe environment. In the event of a fire or explosion, summon the Fire Department immediately, take a<br />

head count and implement evacuation procedures.<br />

12.9 Spill Control And Response<br />

All spills, leaks, and fires involving oil or hazardous substances at Kirtland AFB must be reported to the<br />

to the Kirtland AFB RPM and the Safety Professional. The person reporting the leak, spill, etc. is<br />

required to provide the following information:<br />

His/her name<br />

Location of spill and facility number, if known<br />

Number of injured personnel and nature of injuries, if known<br />

Substance spilled<br />

Amount spilled (estimate)<br />

Extent of spill<br />

Rate that substance is currently being released (estimate)<br />

Time spill occurred (estimate)<br />

Any other pertinent information<br />

The Kirtland AFB RPM in coordination with the PM will manage notifications to regulatory agencies.<br />

Project personnel will not report spills directly to any agency unless specifically requested by the Kirtland<br />

AFB RPM or Contracting Officer.<br />

A minor spill would involve no immediate threat to human health or the environment, minimal property<br />

damage, and does not exceed the reportable quantity for that material. In the event of a minor spill, the<br />

appropriate response action is for the responsible person to notify the Kirtland AFB RPM and the PM and<br />

supply the responders with as much information as possible. In the case of a spill of contaminated or<br />

hazardous materials, the following procedures shall be followed:<br />

Notify the Project Superintendent<br />

Identify protective clothing or equipment required to respond<br />

Contain the spill<br />

Neutralize and/or solidify any product<br />

Transfer material into 55-gallon drums<br />

Document incident<br />

Release Prevention and Minimization Measures<br />
