APPENDIX D<br />

The purpose of data review is to ensure that the data comply with the DQOs established for the project.<br />

Data validation is an independent, systematic process that compares a body of data against a set of preestablished<br />

performance and QC criteria so that the data can be demonstrated to be technically adequate<br />

for their intended use and legally defensible. The outcome of the review step is a set of data with known<br />

and defensible quality. Checklists and/or standard operating procedures (SOPs) will be used to facilitate<br />

uniform review of the data. These checklists and/or SOPs will be included in the project-specific DMP<br />

and will be consistent with the project-specific work plan, the EPA Contract Laboratory Program<br />

National Functional Guidelines for Organic and Inorganic Data Review (EPA 1994a and EPA 1994b<br />

respectively), and EPA Region 6 requirements.<br />

In summary, the following functional activities will be performed by Data Review Management<br />

personnel:<br />

Review all field measurement data and field records<br />

Validate all analytical data<br />

Assign data usability qualifiers and prepare a Data Review Report<br />

Communicate with the field personnel on deficient field activities<br />

Coordinate with the laboratory to resolve any non-conformance to analytical methods<br />

Transmit data qualifiers to the database manager for entry into the EDMS and submit all<br />

records and reports to Records Management personnel for archival in the project files.<br />

Data review generally falls into two categories, depending upon whether the data are field- or<br />

laboratory-generated. These two categories are discussed in detail in Sections 4.2.1 and<br />

4.2.2, respectively.<br />

4.2.1 Field Data Review<br />

All field data will be reviewed to ensure that:<br />

Proper field procedures are implemented<br />

Appropriate documentation is available for each activity<br />

Field instruments are calibrated as required<br />

Required number and type of field QC samples are collected<br />

Numerical value and units of each field measurement are documented<br />

Field equipment is decontaminated as specified<br />

Any deficient condition that may potentially affect sample integrity and/or data quality will be discussed<br />

with the field personnel immediately upon discovery. Field corrective measures will be implemented as<br />

discussed in the FSP.<br />
